Los hechos se sucedieron vertiginosamente: el martes 19 Roberto Sandoval dejó el cargo de gobernador de Nayarit y el mismo día su sobrino –acusado de ser el operador financiero que volvió millonario a su tío– fue asesinado. A la mañana siguiente el exmandatario huyó. Además, a lo largo de su sexenio endeudó tanto al estado que un grupo de ciudadanos nayaritas lo denunció en julio pasado ante la PGR. Mientras tanto, el narcotráfico ya empezó a sembrar la región de cadáveres y narcomantas en las que se habla de la colusión del exgobernador con los hermanos Beltrán Leyva, quienes lo habrían llevado al poder.
CIUDAD DE MÉXICO (Proceso).- El martes 19, el mismo día en que Roberto Sandoval Castañeda dejó de gobernar Nayarit, su sobrino Hugo Ismael Sánchez Sandoval –acusado de ser el operador financiero que, mediante trabajos “sucios”, ayudó a convertir al ahora exmandatario en millonario– fue asesinado.
Al día siguiente, a primera hora e incluso sin haber asistido al servicio fúnebre de su sobrino, Sandoval Castañeda huyó de Nayarit a bordo de una avioneta, la misma que usó durante su campaña electoral el ahora gobernador de Nuevo León, Jaime Rodríguez Calderón, El Bronco.
El asesinato de su sobrino es el segundo golpe contra Sandoval Castañeda después de que el pasado 27 de marzo su exfiscal Édgar Veytia fue detenido en San Diego, California, acusado de conspirar para distribuir e introducir droga a Estados Unidos.
Durante toda la administración de Sandoval Castañeda en Nayarit, los tres personajes –el exfiscal, el exgobernador y su sobrino– acumularon en su contra un gran número de acusaciones y denuncias por extorsión, despojo, robo, amenazas, enriquecimiento ilícito, secuestro, violación, asesinato, levantones, fabricación de delitos y narcotráfico (Proceso 1938).
Además, fuentes (que pidieron el anonimato) de la administración nayarita señalan que el equipo de confianza de Veytia –agentes como Luis Antonio Torres Valdivia, el comandante operativo Manuel Eduardo Maldonado Andrade y el exfiscal estatal Carlos Alberto Rodríguez Valdez, El Will– se consolidaron como un poderoso grupo delictivo que, una vez concluida la administración, intentan dar forma a un cártel local para apoderarse de la plaza de Tepic.
De acuerdo con las mismas fuentes, al parecer Roberto Sandoval hizo enojar a Nemesio Oseguera Cervantes, El Mencho, líder del Cártel de Jalisco Nueva Generación (CJNG), quien tenía tiempo de operar en varios municipios de Nayarit.
El pasado 17 de julio, en diversas partes del estado aparecieron mantas dirigidas al presidente: “Sr. Enrique Peña Nieto, voltie a ver a Nayarit, los jefes de la fiscalía como Maldonado, Valdivia, Jimmy, Alejandro Landeros, Víctor, Lluviano, Paco Salazar, Eduardo Avalos y Willy son los jefes de la plaza de Nayarit y manejan la venta de droga como lo hacía el exfiscal Edgar Veytia después de traicionar al H2, tienen la protección de Roberto Sandoval, que ya se le olvidó el dinero que le dieron don Héctor Beltrán (Leyva) y el H2 para que fuera gobernador.”
Y el pasado domingo 10 apareció otro mensaje, presuntamente del CJNG, junto a tres cadáveres: “El cartel de Jalisco está operando en Nayarit y los ‘huérfanos’ de Veytia están brincando de cartel”.
Trascendió en Nayarit que los asesinados, entre ellos dos ex marinos, trabajaban para el cártel de los Beltrán Leyva, que operaba en Nayarit en contubernio con el exfiscal Veytia. Sin embargo, al término de la administración estatal decidieron sumarse al CJNG.
El martes 12, en el puerto de San Blas, aparecieron otras narcomantas que no dejaban lugar a dudas sobre la entrada del Mencho a la capital de Nayarit: “Ya estamos Aki (Sic) CJNG vamos a limpiar de los extorcionadores gente del 18”. El 18 es el jefe local del cártel de los Beltrán Leyva.
Al respecto el diario El Sol de Nayarit publicó: “Se presume que dichos narcomensajes estarían vinculados con lo acontecido horas antes, donde dos exmarinos, actuales escoltas de la Fiscalía General del Estado –dirigida por El Willy– y otros civiles, entre ellos un menor de edad y una joven estudiante, fueron levantados”.
Y finalmente la noche del martes 19, a sólo unas horas de que su tío dejara de ser gobernador, Sánchez Sandoval fue asesinado. “Baleado hasta la muerte por un comando armado mientras circulaba a bordo de una camioneta Jeep Cherokee sobre el libramiento carretero de Tepic, a la altura del fraccionamiento Valle Real”, publicó El Sol de Nayarit.
“Sin lugar a dudas un hecho sin precedente que deja clara la corrupción en la que estaba sumida toda la administración del exgobernador Roberto Sandoval Castañeda, pues no han pasado ni 24 horas desde que dejó el poder cuando uno de sus allegados ya fue asesinado”, agregó el rotativo.
Sánchez Sandoval solía ir escoltado por al menos seis policías estatales, los que le fueron retirados cuando su tío dejó el cargo.
Caballos y quiebra
El exmagistrado del Tribunal de Justicia Administrativa del Estado de Nayarit, Emiliano Zapata Sandoval Blasco, asegura a Proceso que el gobierno de Nayarit está en quiebra: “No genera riqueza, vive de la participación federal y tiene una deuda de más de 20 mil millones de pesos. Roberto Sandoval recibió el estado con 5 mil millones de pesos de deuda.
“Doce años atrás, el gobernador Roberto Chavarría entregó a Ney González una deuda manejable de 400 a 500 millones de pesos. Estrepitosamente Ney la dejó en 5 mil millones. Hace tres años, Sandoval dijo que era de 10 mil millones. Cálculos actuales la ubican en lo doble”.
Por esa razón, el exsecretario del ayuntamiento de Tepic, Rodrigo González Barrios, y otros 10 ciudadanos nayaritas inconformes presentaron en julio pasado una denuncia contra Roberto Sandoval.
“Cuando Enrique Peña Nieto anunció Obra Centenario –un proyecto hidráulico con un costo de más de mil 500 millones de pesos–, en Tepic sabíamos que Sandoval y Veytia se apoderaron de las tierras del canal de riego que va de Tepic a Sinaloa, por medio de Hugo Sánchez Sandoval, hijo de una hermana del gobernador, y del senador Raymundo García Chávez, quien hace 10 años vendía tacos en Santiago Ixcuintla”, dice Zapata Sandoval Blasco.
Conocido por su afición a los caballos pura sangre, Sandoval Castañeda se vio envuelto en un escándalo el pasado agosto, cuando una investigación de Pedro Zamora, corresponsal de Proceso, lo ubicó como comprador de algunos de los caballos más finos y costosos del mundo.
Y tanto él como su sobrino gozaban de la protección de Enrique Peña Nieto: “En marzo de 2012, ya como candidato del tricolor, Peña Nieto designó coordinador general de su campaña en Nayarit a Hugo Ismael Sánchez Sandoval, sobrino del gobernador Sandoval Castañeda, quien le entregó buenas cuentas al obtener en la entidad 47.1% de los votos, el segundo mejor resultado en el país después de Zacatecas, donde alcanzó 51.2%”, señalaba el reportaje de Pedro Zamora.
Leopoldo Domínguez, uno de los 10 firmantes de la denuncia presentada en julio en la Procuraduría General de la República (PGR) contra el exmandatario nayarita, por enriquecimiento ilícito, consideró a Sánchez Sandoval pieza clave para conocer el manejo de los recursos públicos durante el sexenio de su tío.
“Desde el inicio del sexenio, empresarios y constructores comentaban en corto que para ser proveedor del gobierno estatal o aspirar a construir obra pública tenían que acudir con el sobrino del gobernador –quien tenía una oficina en el fraccionamiento Ciudad del Valle– para conocer los requisitos que les exigía.”
“¿Esos requisitos incluían alguna comisión o ‘moche’?”, le preguntó Pedro Zamora.
“Sí”, respondió. “Se hablaba de compensaciones económicas, pero no tengo evidencia documental porque ha habido mucho miedo de denunciar, por las consabidas represalias. Pero en todo el estado eso era secreto a voces.”
Según Domínguez, la participación de Sánchez Sandoval se daba “de manera paralela y extraoficial”. Aunque no tenía un cargo público, “siempre se supo que decidía incluso qué funcionarios entraban y salían del gobierno. Al parecer ése era el tamaño del poder que tenía”.
Esa cercanía con el mandatario lo hizo ocuparse también de las aficiones de éste, como los caballos finos.
Una serie de mensajes de correo electrónico revelaron negociaciones realizadas entre febrero y marzo de 2013 entre representantes de la empresa Gap Horse, con sede en Sevilla, y Sánchez Sandoval para el envío de caballos pura sangre por avión.
Una factura emitida por Gap Horse el 25 de junio de ese año a nombre de Sánchez Sandoval hizo constar el pago de 56 mil 682.59 euros –que al tipo de cambio actual equivalen a 1 millón 187 mil 500 pesos– por el traslado y documentación sanitaria de nueve caballos, uno de ellos llamado Coqueto RH.
En el documento fiscal, para el que Sánchez Sandoval proporcionó un domicilio en Ciudad del Valle, Nayarit, no aparece el precio de la compra de los caballos.
Además, según un reportaje de Patricia Mayorga publicado por la agencia Apro en octubre del año pasado, se hacían negocios también con ganado vacuno. El entonces mandatario chihuahuense, César Duarte, era uno de los beneficiados. También Hugo Ismael Sánchez, quien recibió 575 cabezas de ganado enviadas a San Blas –donde Sandoval tiene un rancho–; y un hermano del exgobernador nayarita, Raymundo Sandoval Castañeda, a quien le enviaron 16 cabezas de ganado al municipio poblano de Ahuacatlán, donde vive.
En declaraciones al portal Nayaritenlinea, el entonces mandatario aceptó que el ganado llegó a Nayarit, pero adujo que sólo fue traído “a pastar”, como parte de un convenio de ganaderos locales –entre ellos sus familiares– con sus pares chihuahuenses para hacer frente a la sequía que se vivía en el norte del país; de lo contrario, las vaquillas “habrían muerto de hambre”.
Este caso propició que el grupo parlamentario del PRD en la Cámara de Diputados pidiera en mayo pasado que la Secretaría de Gobernación y la PGR investigaran la presunta complicidad de Sandoval y Duarte en el mal uso de recursos públicos.
